Please, do go ahead and change your own lightbulbs or check your switchboard fuses. However, undertaking your own more complex electrical work is probably not a task in which to indulge your DIY keenness.
In the interests of health and safety (and the law) you need to use the services of a qualified electrician to get your job completed then supplied with an Electrical Safety Certificate.
